Rules for maintaining treatment waiting lists

Eurodent Dental Care OÜ manages its treatment queue using the software program Hammas. The treatment queue can be registered by the secretary, doctor, or nurse:

  • By phone
  • By email
  • In person at the clinic
  • On the website – www.primadent.ee (requires an ID card or Mobile-ID)

Patients can be registered in the treatment queue at Eurodent Dental Care OÜ (Primadent Dental Care) reception and via phone or email on all working days between 9:00 AM and 5:00 PM.
The clinic’s opening hours and all necessary contact information can be found on the www.primadent.ee website.
The planned duration of a patient’s appointment is 30-60 minutes.
Emergency care is provided at the clinic as soon as possible.

Requirements for the availability of healthcare services and the management of treatment queues

(Regulation issued by the Minister of Social Affairs, effective date 01.09.2008)

Healthcare services can be provided based on a treatment queue if the healthcare provider is unable to provide the service immediately and postponing the service to a specified date does not cause a deterioration in the patient’s health condition, affect the course of the disease, or worsen the disease’s later prognosis.
When a healthcare provider registers a patient in the treatment queue, the following data must be recorded:
1) The patient’s first and last name, personal identification code, or date of birth if the code is unavailable;
2) The planned appointment time;
3) Indication for the planned healthcare service (diagnosis and the name of the surgery, examination, or procedure);
4) The patient’s contact information (contact phone number and email address);
5) Contact details of the referring doctor (if applicable);
6) The date of the patient’s registration in the treatment queue;
7) The date and reason for making changes in the treatment queue (moving forward or backward in the queue or removal from the queue);
8) The code for the reason for queue placement if the waiting time exceeds the maximum length of the treatment queue as approved by the Estonian Health Insurance Fund Council;
9) A note indicating that the patient has been informed of changes made to the treatment queue.

If the patient is registered in the treatment queue at the healthcare provider’s location, the healthcare provider must give the patient a written notice containing the time of service and the name and phone number of the unit or healthcare professional providing the service.
If the patient is registered in the treatment queue via the healthcare provider’s reception by phone, email, or online, the healthcare provider must inform the patient by phone or online of the time of service and the name and phone number of the healthcare unit or professional providing the service.
Registration in the treatment queue through the digital registration system must be available 24/7 to both patients and healthcare providers, and the healthcare provider must accept the treatment queue managed in the digital registration system.
If a healthcare provider makes changes to the treatment queue, they are obligated to inform the patient of these changes no later than one working day after making the changes.
